SPARK (Sharing and Promotion of Awareness and Regional Knowledge) is a joint programme, launched in January 2000 to promote community-based approaches to Natural Resource Management (NRM) and sustainable livelihoods in the
Philippines, Indonesia and Thailand.

The programme’s aim is to increase the livelihood security of poor rural communities in the ASEAN region (especially Indonesia, the Philippines and Thailand), through improved Community-Based Natural Resource Management (CBNRM).

The aims...
It aims to strengthen the capacity of local communities and administrations to implement CBNRM. It also strives to learn from the good practices and indigenous knowledge of others within the region by providing opportunities for increased documentation of these practices, and for national and regional sharing of learning. This learning is then used to empower communities to influence the development of policies related to CBNRM within the region.

Resources...
The ARKIS (Awareness and Regional Knowledge Information System) Knowledge Database is a virtual resource center for CBNRM practitioners to share and learn from experiences gained by other practitioners throughout the SPARK programme’s region.
The ARKIS site contains a database of CBNRM practitioners within the three target countries. It is a medium by which local partners can upload their own examples of good practice. In addition, partners can search for and download examples of good practice from other partners throughout the region.
Thus, the SPARK programme endeavors to validate and document examples of good practice and make the information available to practitioners through the ARKIS website.

Benefits...
Through the development of international networks and the development of this interactive virtual database, SPARK is helping to build the capacity and skills of local NGOs and communities to manage and secure their own livelihoods.
We in the SPARK programme use examples of indigenous knowledge of partner communities and good practice from the grassroots level to lobby government institutions to recognize the rights of communities, and to implement policies that allow collaborative management of resources. In doing this we involve all stakeholders, such as communities, NGOs and government officials in the decision-making process, which affects the said resources.

Participation...
The SPARK programme is a collaboration between Voluntary Service Overseas (VSO - an international development NGO that works through volunteers) and four local NGOs in the programme’s target countries. These are Sustainable Development Foundation (SDF) in Thailand; Institute of Environmental Science for Social Change (ESSC) in the Philippines; The Tropical Forest Institute of Indonesia (LATIN); and the Consortium from Community Development, Nusa Tenggara (KPMNT) in Indonesia.
